I wish to confirm to you that I have looked into your contract/payment file and have found out that you have completed all that is required of you to have your payment released into your bank account but the greed which exist in the lives of the Directors of the Foreign payment, Central Bank of Nigeria and other approved paying Banks here will not let them do what they are supposed to do. I know the names of these greedy officials including Dr. Sanusi and Prof. Charles Soludo who have been making it impossible for you to receive your long over due contract payment. Some time ago, I wrote a petition to the ICPC (Independent Corrupt Practices Commission) against them but no punishment was meted out against them because of their influence and position.

Without fear, I still went ahead to confront them openly and they saw me as a traitor and ganged up turned against me because I am a Woman. In the course of the running battle between me and them, they succeeded with their powers to get me transferred out of the Central Bank (CBN) to a lower office and I was demoted to a lesser position. Since then, I have been searching everywhere for your email address or phone or fax number so that I can as to expose all this things to you. But it was only yesterday that I was able to find your email address.

I want to let you know that these officials mentioned above have been preventing you from receiving your contract payment because they have been using and investing your contract funds in so many time-deposit transactions in so many banks, including Stock Exchange deals. From these dirty deals, they have made so much profit which they pocket for their own personal enrichment. Because of the sweetness of the ill-gotten wealth they make from investing your contract funds, they have deliberately blocked every of your attempt to secure the release of your contract payment. The most painful aspect of it is that they even collect monies from you as upfront charges to line their pockets.

I could not stomach this wickedness, that is why I fought them and they turned as against me. Now that I have gotten your e-mail address, I decided to contact you to let you know what you ought to do in order to secure an immediate and un-conditional release of your contract payment.

I advise you to contact a lawyer {Senior Advocate of Nigeria} appointed in charge of this,and request him to use his good offices to expressly approve and issue a document known as IRREVOCABLE PRESIDENTIAL PERMIT (IPP). The good thing about this document is that once it is issued, it will be enforced for the immediate release your contract payment without anybody or office or bank demanding any upfront charges or fees from you whatsoever. This document is the latest arrangement sealed by the President Head of State of Nigeria, as a measure to safeguard foreign contractors and to ensure that their contract payments are released without delay.

Those criminal officials and so - called Directors in the Central Bank (CBN) and other offices in Nigeria and overseas will never tell you about this document called Irrevocable Presidential Permit (IPP) because they do not want you to receive your contract payment yet, due to the fact that they are still trading your funds in banks and Stock Exchange and making personal profits from it.

Like I earlier said, the only way you can secure the immediate unconditional release of the contract payment now, is to immediately obtain the "Irrevocable Presidential Permit". (i.e. Irrevocable Presidential Permit) I have similarly advised Contractors and they have received their contract payments accordingly.
