Dear Friend,
Thank you very much for your response to my proposal, once more I wish to let you know that I am doing this transaction with you in all sincerity of purpose and that this transaction is 100% risk free as all process will follow the normal/official procedure that the State Government pay international contractors.
However, I will not exhaust the procedure that we intend using for the transfer on this email except when we talk over the phone for security reasons.
But for now, note that the below is how we intend going about the transaction. All paper works will be prepared to show that you executed a contract with the state Government under the auspices of the State Government. You are to provide me with the following by e-mail:
(1)Your full names/contact address /country of origin
(2)Your company's name if any
(3)Your confidential telephone (cell) and fax number.
With this I will register a company with the corporate affairs commission for certificate of incorporation and pay three years taxes on behalf of you/your company, all these will be back dated to suite your payment.
Thereafter your payment file goes to the State ministry of finance to the accountant General of the state, in conjunction with the State Debt Management Committee for final release to you, the sum of US$29,000,000.00 (Twenty-Nine Million Dollars) to your account being the amount owed you or your company for contract executed and commissioned by the governor.
I will fully represent the Governor as he will not surface in the transaction but under neat, the Governor will use his influence to give directives for the payment of the money to you or your company that you shall provide for the transaction to ensure that we have a smooth completion of the transaction but mind you, no one except you must be aware of this transaction.
I definitely will fly down to me with you as soon as the fund is ready to be transferred into your account so that we can as well finalize arrangements on possible investment options as the governor will not want to repatriate any part of the fund back to Nigeria for now.
I await your quick response to enable me start the application process and conclude in earnest.
